It is being said that Redmond is using this new version to only deliver minor improvements and a few good fixes to Windows 8.1. Interestingly, the closer we get to the reported launch date, the more this seems to be true.
Long story short, do not expect the Start Menu or the ability to run Metro apps in their separate windows after deploying this release.

So what’s the % chance of this being the date? Based off this source, it doesn’t seem like we can be more than 50% sure that this is the date. August 12th is only a few weeks away though, so we will know shortly.
