It basically sets new standard for Redmond when it comes to pricing.

Designed as a dual SIM solution, the Lumia 430 runs Windows Phone 8.1 (fully upgradable to Windows 10 for Phones when the new operating system launches later this year) and comes with an unbelievable price tag of just $70 — €65 in the Old Continent.
Sure, you’ll not find any breathtaking hardware here, as this is a smartphone designed with only one goal in mind. That being offering the most feature-rich productivity package at the lowest of costs.
And it succeeds in this aspect.
You get a 1.2GHz dual-core Qualcomm Snapdragon 200 processor that is paired with 1GB of RAM, which is important as Microsoft had already confirmed that 512MB Windows Phones will only get some Windows 10 features, not the full package.
This one will, however.
A 4-inch WVGA display running at 800 x 480 pixels resolution and 8GB of internal storage with microSD cards of up to 128GB round up the hardware specifications, along with a 2 megapixel back camera and a VGA quality 0.3 megapixel back option.
The device weighs 127.9 grams, and goes on sale in April, worldwide.
