The team still has a bunch of issues with the ARM compiled to fix, but the app will be released for download as soon as they are taken care of. Luckily, VLC for Windows Phone 8.1 is being designed to work with handsets with low amount of RAM, and the developers are also optimizing the application to make it as responsive as possible, in terms of performance:
