confirmed the news in a new tweet, saying that it was signed off on February 26, paving way for the public release in April. Below is the actual quote:

“FEBRUARY 26, WINDOWS 8.1 SPRING UPDATE 2014 SIGN-OFF GOLD RTM. 6.3.9600.17031.WINBLUE_GDR.140221-1952 is now FINAL and Signed Off !!! by WZT.”
No details yet on whether there is anything new in this released, but WZor says that this RTM version that comes with the build number 17031 is currently being distributed to partners. Which is another way of saying that a leaked version is expected to reach the web anytime now. [gallery columns="2" ids="64814,64815"] Recent reports have hinted that Microsoft is gearing up to launch this new version on MSDN late this month, or April 2 at most, in order to give developers a chance to download and deploy the files on their computers before the BUILD 2014 conference kicks off in San Francisco. The update will, obviously, be delivered for free to end users. But we can probably expect an official overview from Microsoft that details everything new Update 1 brings for Windows 8.1 in the coming weeks.]]>
