When you install Apples Itunes on your computer, you have the right to “authorize” up to 5 computers to play your music on at one time (based on your username and password).
Apple says:
To play many purchases from the iTunes Store, you must authorize your computer using your Apple ID and password. (Authorization helps protect the copyrights of the purchased items.)
You can have up to five authorized computers (Macintosh, Windows, or both) at a time. To play a purchased item on a sixth computer, you need to deauthorize another one. An iPod, iPhone, iPad, or Apple TV doesn’t count as a computer.
You can authorize or deauthorize a computer at any time. Be sure to deauthorize a computer before you sell it or give it away.
My contention is as follows – If I buy a laptop from Dell or any other vendor, I have also purchased a license to use that Operating System. Why shouldn’t I be able to deactivate Windows on that computer and activate it on another PC using a Windows Live ID?
Theoretically speaking, your Live ID account could be tied to multiple licenses and as long as you didn’t activate more license than you owned, you would be fine.
That way, you would be able to portably use the functionality that you paid for…
