It all comes down to incompatible firmware, or in other words firmware that has not been updated in a while. Sounds familiar? Well, makers like HTC, Huawei, maybe even Samsung might be affected. As noted here, some Windows Phones are incompatible with this preview release:
“If your device is enabled for the update but no new version is made available to you: There are a small set of devices for which we aren’t offering the latest build of the Developer Preview program due to an identified problem that requires mobile operator or OEM driver updates. These will be offered when the official update for your phone is available.”A small set of devices indeed. Which probably is not a problem for the majority, considering that Lumia smartphones now make up an amazing 95% of the Windows Phone ecosystem. And while these handsets in question may well be some HTC models like the 8X and 8S, it may come down to carriers and markets. In which case, users of these devices will have to wait until Update 1 for Windows Phone 8.1 rolls out publicly, in the coming months. I was able to get the update, but I know someone who ran into this problem. He’s obviously in the minority, but still frustrating for him! Oh well…
